Strategic Human Services

Strategic Human Services (SHS) is an information and resource network dedicated to the spiritual, social, and technical advancement of residents of Chicago’s North Lawndale neighborhood. SHS’s primary activity is the publication and distribution of a free community newspaper. The North Lawndale Community News covers local issues, events, and resources for area families and businesses. The agency also offers a computer workshop and other opportunities for community members.

The Challenge

After a few years in operation, SHS approached ESC for assistance with its board, human resources, and accounting functions. A team of four ESC consultants with experience in each of these areas worked with SHS.

ESC’s Response & Results

To address board issues, two consultants reviewed minutes and reports, analyzed the bylaws, attended board meetings, and interviewed board members. The process revealed a close-knit board drawn entirely from within the community. ESC found this makeup effective but encouraged the addition of two members from the community with financial and fundraising experience. ESC also suggested changes to the board process to focus on mission-oriented decisions rather than administrative matters. The consultants prepared a board manual for each member to organize new material, decision items, and historical financial data. With the agreement of the agency’s president, they ran one board meeting for demonstration and training purposes.

Anticipating a staff expansion, SHS also wanted a review of its human resources practices. After examining internal documents and interviewing staff, an ESC consultant helped to develop an employee handbook to document benefits and policies. SHS reports that it has already served as a valuable tool. ESC also gave input on regulatory matters and procedures for processing any problems or complaints.

Another ESC consultant worked with SHS’s business manager to review accounting procedures and financial reports. They established a QuickBooks® system of accounts, a format for financial planning and reporting, and a system for reporting to donors.

The Results

ESC helped shift the board focus, document the human resources processes and streamline the financial operations.  Pleased with these results, SHS has engaged ESC for a revenue generation project. With the groundwork laid for growth, the agency looks forward to a bright future.
