Why is a strategic plan needed? Every organization should develop a vision and then decide how to work toward that vision. The vision expresses the future of the agency, what the organization wants to achieve in the years ahead. How to achieve that future state is determined through a structured process that establishes goals and objectives by consensus. The document that lists all of those activities is called a strategic plan.

A strategic plan can be informal and intuitive, but it is better to have a formal procedure involving broad membership of the agency to gain consensus and enthusiasm to implement the plan.
